Regulations limit service dog special allowance

Under California law, people who are blind or have a disability, and have an assistance dog, may get help through the Assistance Dog Special Allowance program. This program pays up to $50.00 a month to help buy dog food and care for your assistance dog.

Who qualifies for help

To qualify for the program, you must: (1) be blind or have a disability; (2) receive SSI/SSP or IHSS benefits; and (3) use a guide, signal or service dog.

How to apply for the special allowance

Ask your local state welfare office or PAI for an application form. Your county welfare department, an independent living center, or other consumer based organizations, can help you fill out the application.

What to do if your application is denied

Unfortunately, regulations implementing the Assistance Dog Special Allowance program are narrower than the statute. The rules leave out two groups of consumers: (1) people who have dogs that were not "professionally trained" and (2) people with psychiatric disabilities.
